Please notice that there is a new ethics regulations concerning payment for a mutual trade, read the paragraph below.
New ELM Regulation Concerning Payment for Mutual Transfer Ads
Effective April 14th, 2005: "It is unlawful for employees to give or receive payment, directly or indirectly, to affect an exchange of position in the same or different postal units, or any place in the public service." (ELM 667.13)

There have been many questions about what is required and allowed in a mutual transfer, so I have tried to pick out all the instructions in the current contract between the NRLCA and the USPS. This is not intended to be the final, complete authority on the subject, just some help for those interested.
This is the contract language that covers mutual exchange transfers from the national agreement 2002-2004. I have placed here only the sections and paragraphs that specifically apply to voluntary, mutual exchanges. There are several sections that may apply to your situation that are not listed here. And there are other considerations, such as; route adjustments, retreat rights, and growth in the area.
